The sentence is not idiomatic and therefore difficult to comprehend. It seems that the word 'on' has been used in the sense of 'in relation to', but its use is not idiomatic. Phrases as 'in relation to', 'with regard to', 'in respect of' are vague and often indicate rather poor writing. It seems that the word 'physically' means 'personally', but in that sense the word is also not idiomatic.
